Electricians need to take pride in their work. Some electricians do not know how to unroll wire. They pull the end of the wire from the middle as it lies on the ground. They are taught wrong. They are not taught the proper way of unreeling wire. It is called unspooling or uncoiling. You can pull wire from any part but it gets tangled. It will get coiled up.
Why do you need to pull it from the outside? You need to untangle it properly, or uncoil it properly. You need to do that because it needs to lye flat. A flat wire does not kink. A kink in a copper wire isn't very good because it can cause a breakage in the wire itself. If you see an electrician pulling from the coil it is wrapped in and not unspooling a wire, he is not a good electrician because there will be coils and kinks.
You want to keep your wire as smooth and as straight as possible from any kinkages. You are pulling solid wire not stranded. It is solid, meaning in romex. It requires certain care to pull that wire. Certain care is required so that you can have good installation. If you kink the wire, you are causing that wire to damage. Copper has more flexibility but you still want to do the proper things when installing any electrical wiring. Some suppliers carryequipment to spool with easily. Properly unspooling wire may save a customer problems down the road.

Whenever my guys do and kind of electrical installation, I make sure they pull the wire from the outside.
